In Short – Two flights of stairs up from the The Bull and Whistle--though no doubt a few notches deeper into debauchery--Key West's kindest of dress codes allows guests to bear it all at this rooftop bar. By day, topless patrons stretch out on lounge chairs to nail the perfect tan. At night, clothed and unclothed couples, gay and straight, drink it up with an eagle's eye view of the rowdy Duval Street scene.
